Mr Tarahara's talk in Glasgow グラスゴウでの田良原さんの講演

Today I attended the lecture by the Consul General of Japan in Edinburgh, Mr Masataka Tarahara held at the University of Glasgow.

今日、グラスゴウ大学で持たれた在エディンバラ日本国総領事、田良原政隆さんの講演会に参加してきました。

Mr Tarahara talked about his 30 years experience as a diplomat. This lecture was held as one of Europe-Japan Dialogue Public Lectures organised by the Innovation Network at the University of Glasgow.

田良原さんは、外交官としての３０年間の経験について語られました。この講演は、グラスゴウ大学のイノベーション・ネットワークによって組織されたヨーロッパ・日本対話公開講演の一つとして持たれました。

Mr Tarahara's talk really brought out his deep insight as a diplomat. In particular, I was  very much impressed by his experience dealing with 'Indochinese refugees problem' as his first job after joining the Ministry of Foreign Affairs in 1979.

田良原さんの講演は、外交官としての深い識見を真に引き出したものでした。とりわけ私は、１９７９年に外務省に入られてはじめての仕事としての「インドシナ難民問題」に対処した経験に、大変感銘を受けました。

Mr Tarahara emphasised that countries like the US and Canada accepted so many refugees in comparison with Japan. As part of Asian countries, he stated that Japan 　was so much responsible to share the burden to accept refugees, created through both the Vietnum War which ended in 1975 and the China-Vietnum War in 1979.  

田良原さんは、日本と比較してアメリカ、カナダのような国は相当数の難民を受け入れたということを強調されました。アジアの国の一部として、日本は、１９７５年に終わったベトナム戦争と、１９７９年の中越戦争を通して作り出された難民を受け入れる、そうした負荷を共有する大きな責任があったと述べておられました。

Although Mr Tarahara did not explain in detail, it seems to be that people in the south Vietnum after the Vietnum War under the victory of the North Vietnum, and, those with Chinese origin under the China-Vietnum War, suffered from political and racial oppression in Vietnum and left the country as refugees. I considered that Mr Tarahara from this experience strongly felt diplomatic responsibility as a country to accept those ordinary people who were victims of politics. I felt his talk was very impressive and revealed his attractive personality.    

田良原さんは詳しくは述べられませんでしたが、ベトナム戦争後は、北ベトナムの勝利によって、南ベトナム側のベトナム人が、また中越戦争を通しては、中国系のベトナム人が政治的、民族的圧迫を逃れようと難民として、国を脱出したようです。田良原さんは、こうした政治の犠牲となった一般の人々を国として受け入れる外交的責任をこのときの経験から強く感じられたように思えました。とても印象に残る、田良原さんの魅力的な人間性が伝わってくるお話でした。
