Is a new body necessary? 新しい機関は必要か？

Some people might think why such a new body like the Japanese Institute of Scotland is necessary.

なぜスコットランド日本会館のような、新しい機関が必要なのか、と思われるかたもいらっしゃるかもしれません。

In my opinion, a simple answer is because people, in particular peple whose mother tangue is Japanese, want it. What we miss most is a body where Japanese people feel comfortable, consulting various issues they face in their lives in the Japanese language. Of course an informal network is very important. But consider if there is a body where a staff could professionally deal with issues, and if this body has wide connections with various specialised bodies and could gradually accummurate information useful to Japanese people.    

私の考えでは、一つの簡単な答えは、なぜなら、人々が、とりわけ日本人がそれを欲しているからということです。私たちが最もなくて残念だと思っているのは、日本人が日本語で、生活のなかで出会うさまざまな問題を相談できる、安心できる機関です。もちろん非公式のネットワークは、とても大事です。ですが、もし、問題に専門的に対処できるスタッフがいる機関があったらと考えてみてください。そして、もしこの機関が幅広い、さまざまな専門的な機関と関係をもっていて、徐々に日本人にとって有益な情報を蓄積することができるならと。

Further, consider if there is a community where Japanese people could meet non-Japanese who are interested in Japan through introducing Japanese cultures with ease in everyday lives. This would help furthering friendships between Japanese and non-Japanese. I hope the Japanese Institute of Scotland would be such a space where all of the above could come together. 

さらに、もし日本人が日常生活の中で日本文化の紹介を通して、気楽に日本に関心のある日本人以外の人々と出会うことができるコミュ二ティがあったらと考えてみてください。このことは、日本人と日本人以外の方との間の友達関係を促進することの助けになるでしょう。私は、スコットランド日本会館は、上記したすべてのことが、ともに実現できるような空間であってほしいと望んでいます。

As far as I understand there is no such a body which could materialise these together. Recently the number of Japanese people who live in Scotland more than three months has exceeded 1,000 a year. In the age of globalization, whether you approve of this, multicultural society is inevitable. If so, wouldn't we need to exchange cultures  being able to promote  multicultural society properly in an everyday live level ?   

私が理解する限り、これらをともに実現することができるような機関は存在していません。近年、スコットランドに３ヶ月以上住む日本人の数は年間１、０００人を超えています。グローバリゼーションの時代の今、これを支持するにせよ、しないにせよ、多文化社会は避けられません。もしそうであるのであれば、日常生活のレベルでの多文化社会を適切に促進できるような文化交流が必要なのではないでしょうか。
